Pack of confusion
The debate surrounding Home Information Packs (HIPs) took an almighty blow this month as the Government U-turned on the Home Condition Report - a mandatory part of the packs.
Due to be launched in the summer of 2007, HIPs have attracted controversy from the start, yet the Government's shock announcement on the withdrawal of the Home Condition Report element has caused further uncertainty.
Pattinson Managing director Justin Anim comments: "We were always unsure whether the Government would go ahead with their plans for HIPs and its decision to take out the Home Condition Report - arguably the most important and central part of the pack - has raised further questions on whether it will go ahead with scheme."
"The latest announcement means that the Home Condition Reports will be voluntary as opposed to mandatory but the pack may still go ahead including the other items such as Energy Performance Certificates, searches and other legal documents including title documents and planning certificates.
"There's still a chance that the Government may make further changes to its plans for HIPs and a possibility it could scrap plans all together but we have the training, technology and partners in place to help make the transition to HIPs whatever they may include.
"The general principles of speeding up the sales process and providing the buyer with more information about their chosen property are a good thing - making things easier for sellers and buyers is what we stand for too.
"We are advising vendors to prepare their homes well before sale. Making sure a property is structurally sound and all necessary repairs are undertaken can help avoid things cropping up in surveys which can lead to delays in the sales process and much stress for both buyers and sellers.
